SWISS PARLIAMENT LEGALISES CANNABIS BERN--After the Swiss "Nationalrat" [first chamber] the second chamber of Parliament (Staenderat) on Tuesday also voiced its support for the legalisation of cannabis (hashish). The representatives approved two proposals by the cantons [states] of Zurich and Basle-Country to delete cannabis from the narcotics law. Sales are to be put under government control. Supporters say that legalisation would separate markets for hard and soft drugs. It would also remove the appearance of harmlessness from alcohol and tobacco and make prevention easier.
